Referring to Mr. May's Despatch No. -
227 of the 25th. May, 1904, I have the honour to transmit for
your information six copies of the Registrar-General's Report
for 1904.
There has recently been some agitation
in the local press, in connection with a rise in the price of
beef and mutton, on the subject of the revenue derived from
Markets which has been stated to be a tax on food. I am doubt-
-ful if the complaint, which of course emanates from the
European section of the Community, is justified, but I propose
to further investigate the figures bearing on this matter.

The difficulties in working the Women
and Girls Protection Ordinance are set forth in the Registrar-
General's Report. He refers to the vigilance of the Police and
